In 2002, Gov. Gary Locke signed - with much fanfare as I recall - legislation giving state employees the power to engage in collective bargaining over wages and benefits. Last week, we posted Kris Tefft's comments on the thorough Ralph Thomas story in the Seattle Times looking how public employee unions have fared under the new regime.
In today's Spokesman-Review, I add a few thoughts of my own.
